Circle Internet Group Secures New York Trust Charter from NYDFS | LeapRate
Circle Internet Group, Inc. (NYSE: CRCL), the financial technology company behind the USDC stablecoin, announced on July 31, 2026 that it has been granted a limited purpose trust charter by the New York Department of Financial Services (NYDFS). The charter establishes Circle Internet Trust Company LLC, which will operate under the name Circle New York Trust.
The move builds on Circle’s long standing relationship with NYDFS, which began in 2015 when the company became the first firm to receive a BitLicense from the regulator. Circle framed the new charter as a significant step in strengthening its regulatory standing and reinforcing confidence in USDC as digital dollars increasingly play a role in global finance.
Jeremy Allaire, Co-Founder, Chairman, and CEO of Circle, said obtaining a New York trust charter had been a long term goal for the company because of the regulatory clarity it provides. He noted that NYDFS is viewed internationally as a leading standard setter for digital asset regulation, and that New York serves as Circle’s global headquarters. Allaire added that the charter reflects more than a decade of regulatory engagement and places USDC within a robust and well regarded oversight framework.
Circle describes itself as one of the leading internet financial platform companies, with a business spanning digital assets, payment applications, and blockchain infrastructure. Its platform includes USDC, the Circle Payments Network for cross border money movement, and Arc, an enterprise blockchain the company positions as an “Economic OS” for internet based finance.
